Federal Technology Services, Inc. is a woman-owned, small business. Colleen A. Woodard, CEO, founded Federal Technology Services, Inc. following her 27 year Federal career.
Colleen Woodard is a certified senior human resources professional (SPHR). After taking early retirement from the U.S. Patent and Trademark Office in 1996, where she served as Director of Human Resources, she earned a PhD in Public Administration from Virginia Tech, joined the adjunct faculty of 3 Washington-DC area universities, and started a consultancy to provide HR consulting and support to Federal clients. Her consultancy focused on strategic HRM and workforce development, including IT, finance, statistical, and other professional and managerial fields.
In 2001, with the formation of Federal Technology Services, Inc., she expanded the scope of services to offer customers the full range of human resources and related support services.
Dr. Woodard is committed to offering real savings to Federal clients while at the same time providing her employees with a work environment that is conducive to productivity.
